The New Leipzig Development Authority (NLDA) has never charged residents in the 4 apartment buildings for water usage in the 12 years I have lived here.
But that may come to an end if the residents start do not start using water smartly.
The City of New Leipzig charges every resident for their water including the 4 apartment buildings managed by the NLDA .
The following are the payments provided by the City of New Leipzig Auditor for water usage for the 4 apartment buildings that the NLDA paid to the City of New Leipzig by address, month and year. Note that not all apartments are occupied in every building.

If all residents do not start using less water the result could be that all residents may get a bill for their water. Whether or not it will be averaged for the number of resident occupancy is unknown at this time. It could be that the NLDA will simply include it in the annual lease as an increase.
Considering the City of New Leipzig charges property owners in their monthly city utility bill it might be that the city will include the apartment residents the same in their monthly city utility bill. If this might be the case it will put even more of a workload on the auditor to calculate a fair amount for the apartment residents and would change each month depending on usage.
The City of New Leipzig already charges the apartment residents $52.00 each month for multiple items to include:
Sewer - $8.00
Garbage - $19.00
Street Light - $3.00
Street Maintenance - $10.00
Pay loader - $7.00
Community Center - $5.00
The larger portion of apartment residents are elderly subsisting on small pensions as well as the elderly citizens who own property (i.e., houses).
Who knows when this may come to fruition.
